XVII. YÜZYILIN İKİNCİ YARISINDA TAMAN KAZASI, ss. 439-455

Kuban Nehri'nin Azak Denizi ve Karadeniz'e döküldüğü yarımada Karadeniz'in en verimli bölgelerinden birisi olarak kabul edilebilir. Bu özelliğinden dolayı yarımada İlk Çağ'dan itibaren çeşitli milletlerin dikkatini çekmiştir. Taman'ın kuruluşu, bu milletlerden birisi olan Yunanlıların MÖ VI. yüzyılda bölgede giriştikleri koloni faaliyetleri neticesinde gerçekleşmiştir. Yunanlılardan sonra bölge sık sık el değiştirmiş, nihayet XV. yüzyılın sonunda yarımada Osmanlı Devleti'nin egemenliği altına girmiştir. Osmanlı Devleti, Taman'ı Kefe'ye bağlı bir kaza merkezi olarak teşkilatlandırmıştır. Osmanlı Devleti, XVI. yüzyılın sonlarında Rusların Kafkaslara yönelik yayılmacı siyaseti neticesinde nispeten istikrarsız bir bölge hâline gelen Taman Yarımadası'nda istikrarı sağlamak için bölgeye Kafkasların çeşitli bölgelerinde yaşayan bazı Çerkes topluluklarını ve XVII. yüzyılda Kalmukların baskısı neticesinde İtil Yurdu'ndan göç etmek zorunda kalan Nogayları iskân etmiştir. Bu iskân politikası ülke sınırlarının güvenliğini sağlamaya ve bölgedeki başta tarım olmak üzere hayvancılık ve balıkçılık gibi ekonomik faaliyetleri geliştirmeye yöneliktir. Bu çalışmada Taman'ın XVII. yüzyılın ikinci yarısındaki idari ve demografik yapısı ile başta tarım olmak üzere üretime dayalı ekonomik faaliyetlerine değinilmiştir. Türkçe literatürde Taman'ı konu alan bir monografi bulunmadığından yapılan çalışma önem arz etmektedir. Taman'ın demografik yapısını ve Taman'daki üretime dayalı ekonomik faaliyetleri ortaya koymayı hedefleyen bu çalışmanın temelini Başbakanlık Osmanlı Arşivindeki belge ve defterler ile bölge hakkında bilgi veren kronikler ve seyahatnameler oluşturmaktadır.

The District of Taman in the Second Half of 18th Century, pp. 439-455

The peninsula, where the Kuban River flows into the Sea of Azov and the Black Sea, can be considered one of the most productive regions of the Black Sea. Due to this feature, the peninsula has attracted the attention of various nations since ancient times. The foundation of Taman was realized as a result of the colonial activities of Greeks, one of these nations, in the region in the 6th century B.C. After the Greeks, the region changed hands frequently, and finally the peninsula came under the sovereignty of the Ottoman State at the end of the 15th century. The Ottoman State organized Taman as a district center affiliated to Kefe. In order to stabilize the Taman Peninsula, which became a relatively unstable region as a result of the Russian expansionist policy towards the Caucasus in the late 16th century, the Ottoman State resettled some Circassian communities living in various parts of the Caucasus in the 17th century and the Noghais who had to migrate from Itil as a result of the pressure of the Kalmyuks in the 17th century. This settlement policy was aimed at ensuring the security of the country's borders and developing economic activities such as agriculture, animal husbandry and fisheries in the region. In this study, the administrative and demographic structure of Taman in the second half of the 17th century and its economic activities based on production, especially agriculture, were mentioned. Since there is no monograph on Taman in the Turkish literature, the study is quite important. The main source of this study, which aims to reveal the demographic structure of Taman and the economic activities based on production in Taman, is the documents and notebooks in the Ottoman Archives of the Prime Ministry, and chronicles and travel books providing information about the region.
