KARLOFÇA ANTLAŞMASI SONRASI VENEDİK İŞGALİNDEN KURTARILAN İNEBAHTI ŞEHRİNDE YAPILAN TAMİRAT VE DÜZENLEMELER, ss. 365-389

Viyana muhasarası sonrasında hızlı bir geri çekilme yaşayan Osmanlı Devleti, uzun yıllar elinde tuttuğu birçok şehri kaybetmeye başlamıştı. Önceleri batı cephesinde karada yaşanan toprak kayıpları Venedik Devleti’nin Sacra Liga yani Kutsal İttifak’a girmesiyle denizlerde de meydana geliyordu. Venedik, Osmanlıların karada yaşadığı mağlubiyetini fırsata çevirerek Dalmaçya, Adalar Denizi ve Mora’da birçok şehri işgal etti. Özellikle Mora’yı tamamen ele geçirmeyi amaçlayan Venedik, burada kalıcılığı sağlamak için hayati bir konumda olan İnebahtı ve Körfez’ini ele geçirmeyi temel amaç olarak görmüş ve bunu da başarmıştı. İnebahtı, Venedik Devleti’nin elinde 14 yıllık bir işgal dönemi yaşadı. Savaşın sona erdiğinin ilanı olan Karlofça Antlaşması İnebahtı’nın tekrar Osmanlı Devleti’ne geçişini sağlıyordu. Osmanlı Devleti, Karlofça’da Kutsal İttifak üyelerinin “uti posidetis” ilkesi temelinde işgal ettikleri yerleri vermemek için bütün direnişlerine rağmen akıllıca bir siyaset izleyerek İnebahtı’ya tekrar sahip olmasıyla Rumeli’nin ve İnebahtı Boğazı’nın korunmasında önemli bir üs edinmiştir. Devlet, Venedik’ten teslim aldığı şehri önce güvenli hâle getirmiş, akabinde savaş sebebiyle şehirden ve sancaktan boşalan nüfusu geri getirmeye çalışmıştır. Bununla birlikte, yoğun bir yıpranma geçiren şehir ve kaleyi hızlı bir şekilde tamir etmeye gayret göstermiştir. Bu makale, Viyana Muhasarası sonrası Osmanlı Devleti’nin elinden çıkan, Karlofça Barışı sonrasında ise yeniden topraklarına dâhil ettiği İnebahtı’nın geri alınış süreci ve sonrasında yapılanları konu edinmektedir.

Repairs and Arrangements Made in the City of Lepanto, liberated from the Venetian occupation after the Treaty of Karlowitz, pp. 365-389

The Ottoman Empire, which had a rapid retreat after the siege of Vienna, began to lose many cities it had held for many years. In the past, the land losses on the western front were also occurring in the seas with the Venetian State's entry into the Sacra Liga, that is, the Holy Alliance. Venetian turned the defeat of the Ottomans on land into an opportunity and occupied many cities in Dalmatia, the Sea of Islands and the Peloponnese. Aiming to seize the Peloponnese in particular, Venetian saw it as its main objective to seize Lepanto and its bay, which were in a vital position to ensure its permanence here, and it succeeded. Lepanto experienced a 14-year occupation period in the hands of the Venetian State. The Treaty of Karlowitz, which declared the end of the war, enabled Lepanto to pass back to the Ottoman Empire. The Ottoman Empire acquired an important base in the protection of Rumelia and the Strait of Lepanto by recapturing Lepanto by following a wise policy, despite all their resistance in order not to give up the places occupied by the members of the Holy Alliance on the basis of the principle of "uti posidetis" in Karlowitz. The state first made the city safe, which it had taken from Venetian, and then tried to bring back the population that was emptied from the city and the sanjak due to the war. At the same time, state made an effort to quickly repair the city and castle, which had suffered heavy wear. This article deals with the process of recapturing Lepanto and what was done after, which was taken from the hands of the Ottoman Empire after the Vienna Siege and re-incorporated into its lands after the Karlowitz Peace.
