KANUNİ SULTAN SÜLEYMAN DÖNEMİNDE DERGÂH-I ÂLİ ÇAVUŞLUĞUNUN KARİYER YOLLARI VE ÇAVUŞLAR, ss. 116-128

Çavuşluk kurumu, dergâh-ı âlî çavuşluğu ve burada görevli çavuşlar Osmanlı İmparatorluğu'nun kuruluşundan itibaren, devletin idari yapısı içerisinde önemli bir yere sahipti. Çavuşlar, elçilikten infazcılığa, ulaklıktan teşrifatçılığa kadar çeşitli işlerde görevlendirilmişlerdir. İmparatorluk sınırları Kanuni Sultan Süleyman döneminde büyük çapta genişleme kaydettiği gibi, devletin yapısı ve örgütlenişi de bunun paralelinde gelişip karmaşıklaşmıştır. Bu süreçte dergâh-ı âli çavuşlarının, bilhassa yoğunlaşmış askerî, idari ve diplomatik işlemlerin yürütülebilmesi için merkezden eyaletlere, tâbi memleketlere ve diğer ülkelere yazılan emir, ferman, hüküm ve mektupların ulaştırılması dolayısıyla önemleri artmış görünüyor. Bu göreve yükselebilmenin koşulları nelerdi? Dergâh-ı âli çavuşları hangi kariyer yollarından gelmekteydi ve bunların kökenleri neydi? Çavuşluk konusunda yapılmış çalışmalarda bu sorular tamamıyla aydınlatılmamıştır. Topkapı Sarayı Arşivi'nde bulunan ve Kanuni döneminde dergâh-ı âli çavuşlarını içeren bir belge bu sorulara açıklık getirecek nitelikte kayıtlar içermektedir.

The institution of sergeantship, the supreme sergeantship lodge, and the appointed sergeants took an important place in the administrative structure of the Ottoman Empire since its foundation. The sergeants had been charged with various duties extending from diplomats to executioners and message-carriers to masters of ceremonies. In conjunction with the considerable expansion of the borders of the empire, the structure and organization of the state had expanded and become more complex during the reign of Suleiman the Magnificient. Because of these changes in the military, administrative and diplomatic structure, the importance of supreme dervish lodge sergeants came into prominence as the communication of imperial orders (firmans), verdicts and letters between the central government and the provinces, vassal countries and foreign states had increased in a large scale. What were the recruitment conditions for the supreme dervish lodge sergeants? From which career groups were they being chosen, and what were their national origins? Existing studies on sergeantship have yet to sufficiently address these questions. This article analyzes a document from the Topkapı Palace archives on the supreme dervish lodge sergeants and clarify some issues in regard to functions sergeants.
