BOSNA-HERSEK UNESCO GEÇİCİ LİSTESİ'NDE OSMANLI MİRASI, ss. 385-404

Osmanlı topraklarında iken sayısız mimari eserin üretildiği Balkanlar'da, İmparatorluk'tan ayrıldıktan sonra kasıtlı olarak Osmanlı miras yıkımı başlatılmıştır. Ancak Müslümanların yoğun olarak yaşadığı bölgelerde Osmanlı eserleri sahiplenilmiş ve korunmuştur. Osmanlı'dan koptuktan sonra sürekli olarak soykırıma uğrayan Bosna-Hersek, bu toprakların başında gelir. Her türlü zorluğa rağmen Müslümanlık ile özdeşleşen Osmanlı varlıkları Boşnakların canı pahasına korudukları ve bugüne ulaştırdıkları miraslarıdır. Bu sahiplenme, insanlığın bugüne kadar oluşturmuş olduğu en önemli kültürel miras koruma aracı olan UNESCO Dünya Miras Listesi'nde de okunabilmektedir. Ancak Yugoslavya Sosyalist Federal Cumhuriyeti'nin bir parçası iken 1990'ların başında birliğin dağılması ile bağımsızlığını kazanan devletler, aradan geçen kısa zaman içerisinde birçok mirasını Liste'ye tanımlayamamışlardır. Bu durum, varlık sahiplenmelerini okumak için oldukça yetersiz veri sunmaktadır. Fakat Dünya Kültürel ve Doğal Mirasının Korunmasına Dair Sözleşme'ye taraf devletlerin Liste'ye tanımlamak istedikleri miraslarının bir envanteri olan geçici listeleri bu konuda yeterli verileri içerebilmektedir. Dünya Miras Listesi üzerinden devletlerin kültürel miras tavrını okumak üzerinde yapılan çalışmalar az olduğu gibi geçici listeler üzerinde yürütülen çalışmalar da oldukça yetersizdir. Çalışmanın amacı, Bosna-Hersek'in her şeye rağmen gerek Dünya Miras Listesi'nde gerek geçici listesinde yansıttığı Osmanlı mimari eser korumacılığını ortaya koymaktır. Çalışma ayrıca Balkanlarda Müslümanlık ile Osmanlı mirasının özdeşleştiği tezine destek olması bakımından önemlidir.

Ottoman Heritage in UNESCO Tentative List of Bosnia and Herzegovina, pp. 385-404

In the Balkans, where numerous architectural monuments were produced while it was part of the Ottoman Empire, the Ottoman Heritage was deliberately destroyed after leaving the Empire. However, in the regions where Muslims live intensively, Ottoman works were owned and preserved. Bosnia and Herzegovina, which was subjected to many genocides after leaving the Ottoman Empire, is one of these lands. Despite all difficulties, the Ottoman beings identified with Islam are the legacies that Bosniaks protect at the expense of their lives. This ownership can also be read on the UNESCO World Heritage List, the most important cultural heritage preservation tool humanity has ever created. However, states which gained their independence with the disintegration of the union in the early 1990s when they were a part of the Socialist Federal Republic of Yugoslavia could not identify enough legacies in the List in a short time. This provides very insufficient data to read asset ownership. However, the provisional lists, which are an inventory of the heritage that the States Parties to the Convention Concerning the Protection of the World Cultural and Natural Heritage wish to define to the List, may contain sufficient data on this subject. Studies on understanding the cultural heritage attitude of the states through the World Heritage List are scarce and studies on tentative lists are quite inadequate. The aim of the study is to reveal the protection of the Ottoman architectural monument, which is reflected in the World Heritage List and UNESCO Tentative List of Bosnia and Herzegovina. The study is also important in support of the thesis that the Ottoman heritage represents Islam in the Balkans.
