II. MEŞRUTİYET DÖNEMİ'NDE MEKTEB-İ MÜLKİYEDE BİR ISLAHAT GİRİŞİMİ: MEHMED HİKMET BEY'İN LAYİHASI, ss. 591-611

Osmanlı Devleti'ndeki bürokratik sistemin nitelikli kadrolar ile yürütülebilmesi adına Sultan Abdülmecid'in saltanatı zamanında, 1859 yılında, İstanbul'da açılan Mekteb-i Mülkiye Türk eğitim tarihinin en önde gelen, iz bırakan okulları arasında yer almaktadır. Bu okuldan yetişen öğrenciler zamanla Osmanlı bürokrasi ve eğitim sistemi içerisinde önemli vazifeler üstlenmişlerdir. Bununla birlikte farklı tarihlerde alınan kararlarla Mekteb-i Mülkiyede öğrenci kabulü, eğitim düzeni, müfredat gibi başlıklarda birçok kez düzenlemeye gidilmiştir. Bu nedenle Mekteb-i Mülkiyenin, kurucusu Sultan Abdülmecid zamanında farklı, Sultan II. Abdülhamid zamanında farklı, II. Meşrutiyet Dönemi'nde daha başka bir eğitim anlayışı ve müfredat ile hizmet verdiği dikkati çekmektedir. 1908 yılında II. Meşrutiyet'in ilan edilmesinin ardından Sultan II. Abdülhamid devrinin etkilerini azaltmak için Mekteb-i Mülkiyede bir kez daha düzenlemelere gidilmişse de istenilen düzen tam anlamıyla oturtulamamıştır. Çalışmada 1911 yılında Mekteb-i Mülkiyeye müdür olarak atanan Mehmed Hikmet Bey'in hazırlayarak 28 Mayıs 1912 günü Dâhiliye Nezâretine sunduğu bir rapor ele alınmaktadır. Mehmed Hikmet Bey, okulun geçmişten gelen bazı problemlerine dikkat çekmekte ve bu sorunların aşılması için birtakım önerilerde bulunmaktadır. Bununla birlikte Mekteb-i Mülkiye için yeni bir eğitim müfredatının uygulanması gerektiğini savunan Mehmed Hikmet Bey bu konuda kapsamlı bilgiler vermekte ve öğrencilerle ilgili de bazı düzenlemeler yapılması yolunda görüş bildirmektedir. Bu kapsamda söz konusu çalışmada okulun daha faydalı hâle getirilmesi adına müdür Mehmed Hikmet Bey'in kaleme aldığı görüş ve düşünceler, okulda uygulanması önerilen müfredat ile idare-eğitim modeli hakkında bilgiler verilmekte, son bölümde ise layihanın hayata geçirilme durumu ile okul üzerindeki etkileri üzerine değerlendirmelerde bulunulmaktadır.

A REFORMING ATTEMPTION AT MEKTEB-I MÜLKIYE IN THE SECOND CONSTITUTIONAL ERA: REPORT OF MEHMED HIKMET BEY, pp. 591-611

In order to carry out the bureaucratic system in the Ottoman State with qualified cadres, Mekteb-i Mülkiye (Faculty of Political Sciences) opened in Istanbul in 1859 during the reign of Sultan Abdülmecid, is one of the most prominent schools in the history of Turkish education. The students, who grew up in this school, undertook important tasks in the Ottoman bureaucracy and education system at that time. On the other hand, with the decisions made on different dates, many changes in the fields such as student acceptance, education order and curriculum were made in Mekteb-i Mülkiye. For this reason, it attracts attention that it provided service with a different understanding of education and curriculum during the reign of Sultan Abdülmecid, founder of Mekteb-i Mülkiye, also during the reign of Sultan II. Abdülhamid and a different one during Second Constitutional Era. In 1908, After the declaration of the II. Constitutional Monarchy, in order to reduce the effects of the Sultan II. Abdülhamid period, Mekteb-i Mülkiye was reorganized once again but the desired order was not fully established. In this work, the report that Mr. Mehmed Hikmet who was appointed as the head of Mekteb-i Mülkiye in 1911 prepared and presented to Ministry of Internal Affairs on 28th of May 1912 is discussed. Mr. Mehmed Hikmet drew attention to some problems of the school from the past and made some suggestions to overcome these problems. On the other hand, Mehmed Hikmet, who argued that a new curriculum should be implemented for Mekteb-i Mülkiye, provided comprehensive information on this subject and gave his opinions on making arrangements for the students in the school. In this regard, the mentioned study provides information on the views and ideas written by the headmaster Mr. Mehmed Hikmet and administrational-educational model with the curriculum proposed to be applied at school and in the last part, evaluations are made on the actualization of the mentioned pleading and its effects on the school.
